That's unlikely, if they become more technological they'll be able to contact starfleet and send a report about what's going on. A Tyrant wouldn't like that development to happen.

Yeah, but a dampening field could take care of that. And we have to take into account the motives of the tyrant. He's not going to walk in and dominate them for no reason. If he wants to exploit them for labor, they'd be more effective labor with farming and medical technology. If he just kind of wants to be worshipped, he would need control of the technology to be impressive.

If he wants to be worshiped, he'd have to wait a couple generations, because the people there have all witnessed 24th century technology and they're not likely to be impressed by a dumber version of it.

Note that the "founder" of this community has managed to create a society where stealing a candle was punished by torture after leaving one where candles were not only free but unnecessary. You have to admire that.
