Ultimately it comes down to aesthetics. Aesthetics are a very subjective thing. In universe, especially with malleable materials and near infinite resources, I can see some history major getting in charge of Starfleet and deciding on a retro style because they like it.

Two tech news from STO:
1) The Mogai-class warbird with the tower used by the Melponar triplets becomes a playable Valdore/Mogai class variant. It is called the Melponar class.

2) A Chronogami portal is a time portal created by the Chronogami Time Portal console, which can be equipped on any Khitomer Alliance starship. When activated near an enemy vessel, the future version of that vessel appears and immediately suffers a warp core breach, damaging the area of effect. The present ship vanishes into the portal.
