April could have been slated to be her Captain and present for much of the construction as Decker was for the refit 1701. Travel off world, many years for him to get into trouble, Pike takes over as his replacement, is the acting Captain of the vessel when the Vulcan emergency arises weeks before she's due to enter service.

Problem?

None. That's more or less the theory I suggested a few posts up.

Maybe he oversaw the construction as in the prime timeline:

"During the 2240s, April oversaw the construction of components for a Constitution-class starship at the San Francisco Naval Yards. That vessel eventually became the USS Enterprise. April later commanded the Enterprise from 2245 to 2250; his wife Sarah served as his chief medical officer."
