I very much doubt it- when Moffat was asked ten years ago about his own vision for bringing the series back, he said he'd "chuck out" all the "yawn-inducing Gallifrey rubbish." Granted, he also said that he'd prefer to cast an older Doctor and that an unknown actor probably wouldn't be up to the part, so at least some of his views have changed. No, because I can't think of anything interesting that would require the character of the Rani. The Master works because there's an effective basic concept: the Doctor's opposite number. The Rani's just a generic unethical scientist. She doesn't need to be a Time Lord, except for cheap dramatic effect. If Moffat wants an unethical scientist type, he can come up with his own, not go back to a character who's hated by the only people who remember her.I don't get the Rani hate, for one reason: don't you think da Moff could do something interesting with her?
