Judging by the background, I think it is someone from one of the Berman-era shows.
It kinda looks like a TNG season 3-7 collar he's wearing. But there's not enough there to tell for sure. But I don't think it is Koss.
Never mind. It is from one of the fan films, either Phase II or Continues.
