Speed & Range of Subspace Transmissions?

The speed of light squared. My Tech manual is boxed up, but I'll offer a citation later.

Writers don't check any of these things, so 51 years, blah-blah-blah, means nothing. Geordi LaForge once went to warp by engaging the impulse engines, and Picard once ordered a course of Something-mark-764. The Enterprise-A has 87 decks, numbered bottom-to-top, and the Enterprise-E has 24, 26, and 29 decks.

No, he didn't.

(He did respond to the order to increase warp speed by one factor by saying "Aye, full impulse" - but in a somewhat humorous context where the order was given specifically so that the other heroes wouldn't have to listen to LaForge's bad jokes any longer...)

and Picard once ordered a course of Something-mark-764.

Not a problem at all - just somersault the ship once before setting off! :)
