I can't see Wesley Snipes as Black Panther. For the early 1990s, I'd think a better choice would be someone like Laurence Fishburne or Tony Todd.
It came pretty close to happening. The reason the '90s animated series never used Sandman and only introduced a version of Electro late in its run is because they were going to be the movie's villains and were thus off-limits to the show. It's also why TAS didn't begin with the origin story -- I think the initial idea was to approach it as a continuation of the movie, or at least to allow it to seem that way to the audience.
