You think red tape/government bureaucracy is bad NOW. Faced with rebuilding entire cities from the ground up, it'd be a lot worse in a situation like this.
Although in the ID4-verse, we do have presidents who were able to rally the people to their cause, much like JFK did in his time. See? It is science fiction after all.![]()

I've said it in other places but this is really a movie like SW where you just have to switch off your brain and enjoy it. If I was an alien species and I wanted to conquer the Earth and exterminate humanity, I'd either set off a series of EMP blasts in the upper atmosphere or induce a large solar flare or two to create the same effect. Knock down the power grids, fry all the solid state electronics, and set the human race back to about 1880 in a heartbeat. The problem for humans in that scenario is that we are no longer equipped/ tooled to live in the 19th century. Wait a year and probably 80+% of the Earth's population would be gone- we'd eat ourselves alive (reference the book One Second After). Then you sail on down in your spaceships and take whatever you want, or colonize.
