I guess that's more or less the point. The original Tyler was a nobody, loved by nobody, and forgotten by all. He doesn't matter. But Voq is a character who remains useful to several parties in-universe as long as he pretends to be Tyler.
- L'Rell would want him to continue to do so, since Tyler's face and identity on top of Voq is the only part of her creation that remains useful to her, both when she does the exorcism bit, and when she later keeps Voq/Tyler as her consort.
- Burnham would want him to continue to do so, because Tyler is the more fun of the two to have around.
- The Emperor would want him to continue to do so, because having him return to the Voq persona would make him less useful to her, both in personal schemes and in the S31 day job. Plus, she loathes Klingons.
- Most folks in S31 and Starfleet Intel would prefer not to have a Klingon in their midst, even when they realize how useful it is to have one; the Tyler face makes it much easier to stomach.
- S31 may have been a loose cannon before, but it's well tied down now. Having a Klingon in charge / as the biggest mole in history is not a problem: you pay less in travel expenses when your counter-spies can focus their binoculars on an armchair in San Francisco.
Whether this means that Tyler remains a useful character to have around in the dramatic sense is debatable. And if we never hear of him again, fine. If we never hear of Pike again, fine, too; good characters may suffer from overuse just like bad ones. It really doesn't matter much which sort Tyler is, now...
