I would say it seemed that way because for most of the series she was the only married regular thus in a personal partnership. Also her4 normal partner was the hyperactive Bosco. Yet in the first season she applied some street justice to a gang leader when they could not make a case. And until Sgt Cruz took her down in any gunfight the Third Watch had it was her, not ex Ranger, ESU wannabe, Bosco who took down the bad guys. Then as a detective she always took the lead over her senior partner Jelly.
Loved his cute little partner Blythe, too. (Sorry. I loved that series, and was disgusted by the Americanized version!)
