I just thought it was a very streamlined version of available tech. But, your rationale makes sense, that economic reasons would limit the extravagance, and make it far more pragmatic and possibly quickly churned out in face of coming aggression.See.. Of course I always assumed the TOS aesthetic was for security reasons, and the tech was made to be super durable. Like it or not, the constitution ship looks and feels like a tank. Not some carbon fiber Aztec patterned construction. Real steel solid construction.
I also was under the impression from playing the Starfleet miniature game, that the TOS era was very ecomonically stagnant. Both klingons, romulans, and Feds technology was made to look very stout, and functional rather then extravagant spending as became more possible as TNG became nearer.
If none of that works, call it what it is, a freaking REBOOT.

The TOS movie aesthetic was basically the TOS era with newer production values and a movie budget, which is also what DSC is, so... yeah. And there's no reason show and movie things couldn't exist concurrently; in fact, they certainly did:See..
