i could see both riker and picard for having responsibility more so then troi.
for one thing it was known that geordi's visor could be interferred with.

If there were court martials, I'd imagine three people who would have to answer some questions.
1. Riker--he was in command at the time and had ultimate responsibility (not to mention that he has a habit of getting the Enterprise into trouble--see Rascals). I would assume that he also cleared Geordie to return to duty immediately after being returned from the Klingon ship.
2. Beverly Crusher/Worf--Geordie returns to the Enterprise after being held prisioner, and he is only given a cursory inspection. C'mon, nobody thought, "hey those video transmissions might be important, we should check them out!!!" Either the doctor, or most likely security should have checked Geordie's belongings.
3. Geordie himself. First, if anyone could have figured it out, Geordie should have checked his visor for extra crap especially since this wouldn't be the first time extra things were added without his permission/knowledge. Secondly, shield frequencies are supposed to ROTATE to prevent an enemy ship from getting the proper frequency. Not only were the shilds not rotating, but the frequency was posted on a monitor. Sloppy, Geordie, sloppy.
While we're on the subject of consequences... Why in the hell did Crusher get off scott free after what she did in "Suspicions"? I never bought the 'everything turned out okay in the end so let's just forget about it' ending.

A thought on the Geordi issue: I'd always though that there would have been some high level discussions over whether it was safe to have VISORed individuals in critical positions after the events of Generations (after all, they did lose the flagship).
But it just struck me that Geordi is never seen with a VISOR after Generations. Could it be that the eye-implants were an upgrade that was introduced as a result? It seems to pass muster as a retcon.
But no, the only thing we got was a mere phaser shot and a singular torpedo when they were able to bring the BoP shields down.
