I watched it again with my kid and he laughed his ass off, but what I noticed the second time around was the amount of money spent on the production values compared to last year... I mean it is possible that this is why they can't afford to make any more who or Torchwood this year? Sarah Jane Adventures has eaten everyone elses budgets?

Nope, the BBC have had to cut back because of the licence fee settlement last year. Below inflation increases, plus extra requirements on the Beeb, mean less money to go towards programming.

Then... Why does it look so much more... My goodness! How much where they paying those Jacksons to strut each week?

Well, when they announced the budget cuts they said their intent was to make fewer, but higher quality children's shows. So that could be what it is.

Fewer? Jesus, now I have to go look up how many episodes are intended for this season less than the ten we had last year...

There seems to be 12 episodes this season according to imdb... 2 more than last year.

I believe it's still only 10 this year, but I may be wrong.
I meant fewer, as in fewer shows, not less episodes.
