Sisko tells Jake to slow down when he's standing still

Has anyone noticed this scene where Sisko told Jake to "slow down" after he was already stationary? Why did he do that? It's one of those scenes that brought me out of the star trek world & made me remember they're acting but sometimes get it slightly wrong.

What episode is that from? I feel there’s more to this than the clip shows. I don’t think he means slow down, as in, stop running, but as in slow down with what you’re about to do, chat up a girl maybe?

Even though he *was* running before, it looks mis-timed to stop him after he's standing still lol.. it almost comes across like he's trolling him
 
Jake is running around, Ben tells him to slow down. I don't see the problem.

"Hey...oh actually don't worry, I just realized you stopped anyway." ;)

So if you are driving a bit too fast and have to stop at a set of lights it would be wrong for a copper to tell you to slow down?
