Sisko quote I can't seem to find

I've been trying to track down a quote of Sisko's for years, but I can never seem to get the right phrasing to make it pop up on Google.

Basically, he says something like, "Nine times out of ten, the harder thing to do is the right one." Does this ring a bell with anybody, and does anyone know the source and exact phrasing?

Actually i just watched the episode again, and the quote I provided was one from Kira, not Sisko. I'll keep my eye out for the one from sisko.

Hm...that doesn't sound like it so far. The "nine times out of ten" part is something I THINK I remember from that quote.

I would also make a GUESS that it's somewhere in Seasons 1-4. Maybe 5 but unlikely, and definitely not 6 or 7.
