Sins of the Father Goof

A more notable goof is that several female members of the High Council can be seen in the background of some shots, even though Gowron claimed they weren't eligible for council membership in "Redemption." One of them is seen flanking K'mpec, and is also seen when he rejoins the council at one point. I will admit I'm not sure if the non-robed Klingons who appear as listeners are meant to also be HC members or just a house guard of some sort, but I've tended to infer the latter since at least two such female Klingons are part of the circle who turn their back on Worf. One is directly behind Worf and Picard, and the other is directly to Picard's right. The female councilor is in front, two heads right of K'mpec.
 
I guess it depends on whether "open council" (the circle that shuns Worf) is the same as "the High Council" (the group that must never learn of Duras' duplicity)...

Perhaps these fine ladies bring raktajino to the Councilmen? Or does Gowron specifically state that women aren't allowed to do any serving in the Council Halls, even if (and especially if) they are High Councillors?

The other contradiction to Gowron's claim, Chancellor Azetbuhr, is a mass of contradictions in itself. Why would Klingons allow for Chancellorship to be inherited? Or was Azetbuhr already a highly positioned High Council member on her own account, the one most suited to succeed Gorkon? Or did she gain brownie points to that end when everybody believed she had assassinated his father and gotten away with it?

Well the rules could have changed inbetween TUC and TNG.

Isn't it also possible that the Klingons have two chambers a High Council and a Lower Council, which could meet in joint session in certain instances. Women may be permitted to serve on a Lower Coucil.
 
TUC was released during TNG season 4 or 5 IIRC. And chancellorship could theoretically be "inherited" if the family is very powerful politically. And star trek is full of contradictions, so don't lose any sleep over this one ;)
He probably even considered Wesley's defiance of his phrasing "execute" a challenge. Picard's subtle nod of acceptability there seemed to say, "Yes, we've all wanted to kill Wesley, but that would be too easy." ;)
