They kinda almost did. The original plan for a Nemesis follow-up was a "Justice League of Trek" (to quote Brent Spiner), using time travel to combine all the characters from all the shows (and beam Data off the Scimitar a moment before being killed), the crews would team up against a similar team of combined villains.

Not sure what's weirder: That you made an XFL reference or that I, a Brit who's never seen an entire American football game in my life, knew it was an XFL reference.
That's why Federation would have been the perfect novel to adapt to a movie. It has TOS, TNG, Zephram Cochrane, and an afterward that would be the perfect jumping off point for a post-25th century series where they could pretty much change whatever they wanted, since enough time would have elapsed to make such changes plausible.At the time, I wouldn't minded a movie that mix and matched various characters from all of the 24th Century shows, and gave them interactions and missions and team ups that the shows would never have done.
Would have made it even better if they had used Generations to bring Kirk into the 24th century, with Scotty and Spock, and mixed them in as well - Star Trek FRANCHISE movies instead of series movies. No need to switch from TOS to TNG for the movies if the entire toybox was in play.
