Not every episode necessarily but they would have to be familiar with something like 30 characters, multiple species, IU events and such.

Which is apparently too much to ask from people.

But why though ?

Why would any new viewer have to be familiar with anything that has gone before. Surely it wouldn't be asking too much for any post Voyager Trek to be a brand new show that people are able to jump into and enjoy whilst having absolutely no knowledge of any Star Trek shows prior ?

Well simple question....Does watching Voyager require knowledge of TOS, TNG, and DS9 to get it? I don't think it does.
 
I would actually say it does-DS9 is referenced at least four times, the dominion at least 2. Picard is referenced, Riker appears, etc...

Oh and the Maquis which requires a knowledge of both TNG and DS9. Then there is Q, the romulan episodes, Ferengi episode, Reginald Barclay and so on.

And their set in the same universe-Voyager is just far away from the "main action" or the AQ.

Sort of like the Iliad and the Odyssey-the Iliad takes place center stage regarding important religious, geopolitical, and personal events, the Odyssey takes place far from the aftermath of the main action though is connected to it.

Come to think of it Voyager actually does require knowing quite a bit about TNG and DS9 else the audience would be confused.

I think a lot of things are referenced in a way that people who didn't watch the shows would still understand. Yoyager was the first Trek I really watched, I knew a little about TNG and nothing about DS9. Caretaker gives you enough info about the Maquis and the cardassians to get it if you were unfamiliar with DS9. For example now I know that in Message in a Bottle when Chakotay tells Belanna that all the maquis were killed he was talking about the dominion. But the way he said it before I knew still worked for me. The cardassians made a powerful new ally...that's enough info to get it. Other references were vage enough that it didn't ruin the plot if you didn't know them. I think in Death Wish it still worked even if you didn't know who Riker was as another example.
 
You can read the Oddysey by itself. It gives you all the information about the Trojan war(and more) that you would need to know.
