well, IM2, Cap, Avengers, SHIELD is still 4. Avengers 2 and SHIELD 2 are almost certain to have him in. Cap 2 and IM3 are likely. the ninth could be a solo Widow movie, Ant-Man, Cap 3, Avengers 3 or something else depending what turns up first...
I'd give him a brief cameo in this Luke Cage movie if it happens.

Jackson was indeed contracted for nine movies and I thought I had read something recently that he said he wasn't going to be in "Thor" either.

A S.H.I.E.L.D. movie seems like a good way to introduce the character. Give Carol Danvers a fairly prominent role as Fury's XO or something, she gains her powers towards the end of the film fighting whatever the big bad is (accidently exposed to something or other--doesn't have to be Captain Marvel), now she's primed for her own film. If they plan far enough ahead, they could even slip in the actress they want for the role in a cameo in Avengers.

@Hermiod we've talked about this before in another thread I'm right there with you regarding a Ms. Marvel movie and I would a merging of the 616 and Ultimate versions of Carol Danvers. Perhaps she's another result of the failed continuation of the super soldier program in order to get around her powers problem. I only know the Rouge part.
Perhaps her current role as a member of the restored Avengers lineup will help Carol's profile a bit otherwise she seems like she would indeed be considered a secondary tier character which is unfortunate.
