SFC3 ‘Elusive Quarry’ help!

I just started playing Starfleet Command 3 and I cannot for the life of me figure out how to complete one of the missions ‘Elusive Quarry’ there’s not much information on google either. I’ve read a few posts with some tips but none seem to be helping.

I’m hoping someone on here would be able to shed some light on this for me. Any help would be greatly appreciated!
