the right to decide the fate of
another sentient being without first seeing if
its intent is hostile or benevolent or
we can have meetings, conferences, and debates."
"Captain, the lifeform will be upon us
before a proper quorum can be established!"

look and a copy of "Robert's Rules
" in his hands. He intended to teach
an accelerated class in proper meeting ettiquette
