The script editor/show runner writing the finale each year is simply a conceit that began with RTD. I don't think having another writer handle it is particularly significant one way or the other.
Just to correct myself, he is writing the Finale. The orginal story I read on what he'd talked about hadn't been too clear about it.

I certainly didn't think it was too much of a head-scratcher! He's a very busy man though, so it could turn out to be someone else entirely.
There's a lot of DW fans working in US TV these days. Dan Harmon's a big fan and needs the work since they fired him from "Community". The guy who created "Leverage" is always sticking in DW references. And Javier Grillo-Marxuach not only used DW character names in "The Middleman" but had the 1st Doctor's goodbye speech to Susan pretty much verbatim in the unmade script for the series final episode.
