No, they didn't. DS9 is dependent on a lot of factors. Fans showing interest in future remastering projects by buying TNG blurays is one thing fans can do, and some people like Okuda have suggested fans buy them precisely to show interest, but no one has suggested DS9 remastering depends on TNG sales. In fact, no official source has said a thing about DS9.They've told people multiple times that [DS9 depended on TNG sales.
Actually, BillJ is right on this one. You may have forgotten this, but both the Director and the VP of Multimedia at CBS TV Distribution did say pretty much exactly that about two years ago when they were interviewed by TrekCore:
TrekCore: Last time we heard from you guys at Comic Con, DS9 was officially “on your radar” for remastering. Ryan gave a beautifully cryptic quote that CBS were “considering it”. How are plans moving along? We have a constant stream of emails, with hundreds of fans asking about it.
Ryan Adams: See, well that’s wonderful! Here’s the thing, David and I would love nothing more than to segue from TNG into DS9 and all of them to be honest with you. We’re having a blast doing this. And when I see that we engage with the fans, I love the fact that they’re writing in. In order for us to go to John Nogawski, Scott Koondel – the decision makers, let’s call them – and get an approval for this, we need that kind of stuff behind us. We need to be able to say “The fans are screaming for this. This is what they want next.” And like we said at Comic Con too, it would really depend on – because let’s be honest, it’s financial as well for the studio – on how well TNG does. And since it’s doing well thus far, David and I are still very hopeful that [DS9] will be one of the next big projects that we do. So our hope is “yes”, but we still have to get the decision makers to say yes.
TrekCore: So there’s been no official green light yet?
Ryan Adams: No, there’s no official green light on DS9 yet.
TrekCore: Fans need to keep writing then, that’s good to know!
Ryan Adams: Keep writing, and keep buying TNG.
David Grant: The more you buy TNG, the more you get DS9! Put it that way! Laughter
Now that was two years ago, so there's that. The primary thing that's changed in the two years since they made these statements is that Seasons 2-6 of TNG have come out and sold quite a bit less than Season 1. So maybe that changes the calculus somewhat... as in, it no longer matters how well TNG does because they can't use it as a point in their favor when making the pitch to their bosses.
These guys together have overseen the HD remastering of over 200 CBS/Paramount TV series, many with much, much smaller fan bases than DS9. They're pushing as hard as they can for DS9, fighting the good fight as it were, it's just that their new bosses* aren't ready to allocate the money (which CBS has plenty of, to be sure**) for the budget they need to do the job right, ala TNG-R.
* Note that the two execs mentioned by Ryan Adams have left CBS and been promoted, respectively, since the interview. I believe the person in charge today is Armando Nuñez, who is President and CEO of CBS Global and he oversees CBS TV Distribution and reports directly to Leslie Moonves, the President and CEO of CBS Corp. So there's a completely different guy they have to get the greenlight from than the two mentioned in the interview who greenlit TNG-R.
** For perspective, shares of CBS stock have gone up nearly 200% in the three years that have elapsed since the TNG project was announced in September of 2011. CBS Corp's net income is $1.879 billion. DS9 could be remastered for less than 1% of that, or just over half of Les Moonves' nearly $30 million 2013 bonus. (Moonves is the second most highly paid executive in the United States.) Just having a bit of fun here.
