Janeway led a fleet in the void and in the Year of hell, and she tried to construct an alliance in I think "Alliance" with the trabe and the kazon, meanwhile Dalla as Fauxway managed to solicit half the quadrant into the Delta Quadrant chapter of the UFP...The only thing really stopping Janeway, say if she came across a planet of human being controlling a high order of technology and a will to see the homeland that she and the crew couldn't have taken a break for a decade to build a couple sovereign class star ships was the prime Directive... Changing the balance of power in that corner of the galaxy is naughty.
I laughed my ass off at the end of Enterprise when they told us that Archer had been building the federation each week with his clusterfcukery, bigotry and vendetta... And he's a more gentile reimagining of Janeway.
Janeway could have been a commodore and lead a fleet easy enough, hell she could have won over Ransom and his Bully boy XO with three simple words "I don't care." Which of course is really "I don't care right now, but in three decades when we get home, maybe the topic will come up."
Why did they just build one delta flier?

With those holograms they could project into space, the fake ships, that really meant that sure maybe they still needed to build engines, but they could instantly fabricate hulls for ships twice the size of Voyager if they had a significant enough powersource...
At the end of UNimatrix zero, she should have said to those Klingons "hey, why don't you stay around for a bit, maybe a year or two, y'now at least till we get to the beta quadrant?" Which is beside the point if that Sphere had towed Voyager at transwarp they'd be penetrating the beta quadrant in about 2 days.... hell What about even those plague Klingons, looky! No plague! lets both go home!"
If the producers had unlimited funds, many, many , many guest cast and props and sets would hold over for a lengthy duration of perhaps seasons, but that just wasn't how the show was budgeted.
