How can you say it's declining if you've never seen the show?

All this takes place on an deserted island w/ 40'ish survivors(+)? no wonder it never caught my eye.
Umm, there's teleportation machines, time travel machines, all sorts of science fictiony stuff.
I think he was actually referring to the approximate number of survivors from the crash of Flight 815.
