These episodes are not bad episodes; They are just scary.

Lonely Among Us
I guess I am frightened by episodes that have very dark rooms and very dark corridors. And that line "I feel someone else. There's some one else who's there. I'm ... Not Alone! Get out. Get out of my mind!"

The Battle
Captain Picard acting like he has Alzheimer's Disease.

We'll Always Have Paris
I found the "Interesting Moves Sir, What Technique Was That?" "The Technique Of A Desperate Man" with the very dark room, and the distress call of the disgruntled Paul Manheim, the Burglar Alarm of his science lab, his mumblings about how he has "touched another dimension. Part of me is still there!" and three Datas with an echoing Geordi, complete with eerie music, was creepy.

Conspiracy
Commander Remmick's final moments.

Where Silence Has Lease
Nagillum, a Q-like creature is experiment on The Enterprise. The black void swallowed The Enterprise. And even though Worf is funny with his "One Riker! One Bridge!" the eerie ambient music, and "screaming" metallic soundtrack, complete with an actual man screaming, it is just spooky.

Time Squared
A creature, perhaps Q or Nagillum or even Armus? is trying to eat The Enterprise.

Q Who
Second episode in The Borg story arc, has very dark halls that opens up into a shuttle craft, in the middle of nowhere, and Guinan in the empty Ten Forward alarmed at Q, and then the rest of The Enterprise is hurled into system J-25 (even the name is creepy) isolated two and a half years away from Federation Space, filled with planets of destroyed cities, a creepy Borg Ship, "Increase Ten To The Third Power".

Evolution

Creepy nanites getting revenge on Dr. Kelso (I mean Dr. Stubbs) as well as various ship malfunctions.

Booby Trap
Very creepy looking Promellian Battle Cruiser, and now they are trapped, looking directly at it, in an old war zone. The whole thing could have been avoided if they had just sent a probe.

Tin Man
The scene where they discover a creepy Romulan Ship spying on them but they can't prove it. Then it decloaks, and then Gomtuu destroys it and almost destroys The Enterprise.

Remember Me
People disappearing, The Vortex, Tau Alpha C gone, and "The Universe" apparently collapsing. (and it's all Wesley's fault.)

Night Terrors

Especially when The Morgue zombies come to life, or when The Turbolift is going to crush Picard. and just TELLING that ghost story about the man in Engineering was creepy enough.

Identity Crisis
Creepy Chameleons assimilating people. Geordi trying to recreate one of the creatures on the Holodeck.

The Mind's Eye
You just can't relax, not even on vacation! without a Romulan just creeping on you out the window.

Violations

Creepy but mostly fascinating be cause we get to see haunting memories of some of the crew.

Face Of The Enemy
The scene where the creepy Romulans make it look like they are about to collide with The Enterprise.

Frame Of Mind

The dark, empty corridor of the detention facility.
 
Yes I agree with a primitive Worf chasing everybody and even worse, a Spider-like Barclay. And a skeleton has been hiding in The Enterprise D for 8 years!

one that I forgot:

Brothers
From when Data is alone on the dark main bridge to Lore basically sneaking up on Dr. Soong's house in the jungle in the middle of the night.
 
I remember being traumatised after the tense LaForge-Pakled hostage situation. The Crusher Scottish episode was horrific on every level imaginable.

And of course Power Play, where for much of the episode we are lead to believe the trio were inhabited by ghosts of old Starfleet officers but they actually wind up being condemned prisoners.
 
I never found a whole episode scary, but I've found certain situations to be. Like in Skin of Evil, when Riker gets sucked into the tar pit. I liked how Frakes was clawing at the dirt and his acting here, was quite good. Then, his face starts to break the surface, then he's pulled down again ... for a very long time!
