Having too many young children on your ship isn't a good idea IMO.
If the children are in HS and right about to graduate to College level / StarFleet Academy, then I can understand why they want to be on a StarShip with their parents and get hands on / personal experience of life in StarFleet before they head to StarFleet Academy.
Life on a StarShip at that age, before they head off to the Academy could do wonders for a young cadet.
Kind of like a StarFleet version of the JROTC program.
No, we've seen little kids living on ships onthe show. Like young enough for Mariner/their parents to crary them in an emergency.
But hopefully, after Wolf 359, they changed that policy as to how old the kids need to be to live on the StarShip.
Again, there were little children on ships in Lower Decks. Though the Cerritos itself doesn't seem to have any on board.On the other hand the creators of First Contact stated that, in their opinion there were no kids or families on the Enterprise-E (or at the very least during the events of the movie)
My best guess is that it probably depends on the type of ship and its mission. Diplomatic and scientific vessels that don't expect to face combat probably are allowed to have families on board, while ships primed for battle and other more overtly dangerous missions probably have none.
When it comes down to it, no place in the Federation is "safe". Earth was attacked during the Dominion War, with San Francisco being bombed, Mars was eradicated without warning, colonies get attacked and/or destroyed all the time...
