I also have to give this one to when Lal died. I just saw that episode again for the first time in a very long time, and, although the Admiral was a jerk, the way he described how Data tried to save Lal is really, really touching.

This whole episode was fantastic, but the part you describe was especially great and it is one of two parts of this episode that were really, really good. The other was in the conference lounge when Picard stood up to Admiral Haftel, the part where he says "The child..." then he thinks for a minute, and then Picard, who just a little while ago was telling Troi that Lal shouldn't be called a "child", pauses in realization, and with conviction continues, "the child depends on him." Both Picard and Admiral Haftel learned something that day. Data's lines throughout this episode to both Picard and Haftel were stellar. Great writing, acting, directing, all around, and I cry every time.
The Inner Light
There are quite a few moments that were sad throughout TNG. Or maybe I'm just a big baby. 
Season three was particularly emotionally engaging. The Offspring is one of my favourite episodes. It takes the serious issue of Data's daugther, and treats it in lighthearded ways, as well as in tragedy.
- Tasha's death didn't really resonante with me at first, but by the time they had the holodeck memorial, I was pretty moved.
- Data had me a bit choked throughout The Measure of a Man - I thought that was a brilliant episode. Picard's defence of Data was impassioned.
- "Let history never forget the name, Enterprise."
- Lal's death had me bawling.
- Poor Worf's discommendation, when he took one for the Klingons in Sins of the Father.
- Picard after he melded with Sarek to help him control his emotional outbursts. Patrick Stewart was amazing in those scenes.
- I hate Wesley, but him watching his father's first, and only, recording in Family got to me.
- As did Picard breaking down and showing us the pain he still felt from his recent assimilation.
- Wesley again in The First Duty. He was so torn up over telling the truth and covering for his friends.
- Pretty much all of The Inner Light, but particularly the end.
- "THERE ARE FOUR LIGHTS!"
- Dark Page did wonders for Lwaxana Troi's character - the death of her first child gave me such a lump in my throat.
- Ro telling Riker to let Picard know sorry she was for letting him down in Preemptive Strike was heartbreaking.
- All Good Things had me crying at the final scene. Picard finally joins their poker game. *sniff*
- I'll even throw Generations in here too. The film certainly goes downhill in the second half, but Picard telling Troi that his family had burned to death in a fire was very sad.

I also liked the episode as being the second to final one and being about the Maquis, it was a great way to pass the torch. Much better than that one where Wes runs off with The Traveler.
I had completely forgotten about that scene in "Family." I agree that is very touching.
