As for Number 2, Disney is SOOOO Woke their new logo is a photo of amphetamines & coffee.I've heard two theories/speculations.
1. Disney didn't commit to a third season, so pre-production was stopped in it's tracks. Without this committment Ncuti didn't want to not take up other work.
2. Disney pressured against a black, gay man as the lead in the show now that they have to pander to a racist, homophobe regime.

Because Acting Unions require it. I don't know how it is in the UK, but in the US, you try to get a line in something (before getting a SAG card). That line will get you a card. You will most likely NOT get a job without a SAG card (unless it's with an indie production that is not using ANY union cast or crew.I know.
My point is this: If she appeared solely in lieu of having an open-ended Regeneration, there would have been no reason for her to receive a formal credit.
I could not find any publicly available information about whether or not Billie is a member of one of the UK's actors' unions, which means there's no way to definitively say that her appearance could not have in fact gone uncredited.
Or they could have left him flying away in the TARDIS and done a regen during a christmas special or something. If Ncuti had already moved on to a different project, they could probably still grab him for a few weeks of shooting or for a regeneration scene.That totally matches what I've been thinking. No way could they put a lead under contract given the uncertainties. So, it's either go open ended regeneration OR do some stunt casting with an interim, short term choice.
And we know what direction they went in!

Five episodes for The War Between the Land and Sea as per Scott Handcock.The more I think about it the more I can see that the appearance of Billie is maybe the least worst option.
I still get that with Disney prevaricating Ncuti angled to get out (and I can understand why*) but what I don't get is that the deal with Disney was supposedly for 26 episodes.
So far we have:
3 x 60th anniversary specials
16 x standard episodes
2 x Christmas specials
So that leaves budget for five episodes? Or did Disney either get out of that final part of the contractual arrangement or do they have a veto about when those additional episodes could be made that would prevent us getting a truncated final season for Ncuti, or even just a series of specials to see out his era?
*Although is there some evidence that he was angling to get out even if there was go ahead for a third season?
I dispute this. That only represents a loud vocal minority. Most of this season (up until the understandably divisive finale) has been filled with people here enjoying almost everything about each episode. I don't think they had to. But it was probably considered the least bad option. You've got all this uncertainty swirling around the show and its future. If the season were just to end with a uncompleted regeneration, it reinforces that uncertainty. It might contribute to it actually ending.FWIW, I don't understand why there had to be a regeneration. An open-ended "Survival"-esque ending is perfectly fine! And starting the next era, whenever that is, in media res like "An Unearthly Child" or "Rose" is also perfectly fine!
