Hiding in plain sight or massive trolling? Certainly they wouldn't cast someone who's not Indian to play the part these days.

It would be so ironic if it was RTD who'd bring back either the Rani or Romana, though.

During his original run, Davies wrote a short piece about the Time War or something like that and directly referred to Lord President Romana (a nice hat tip to Big Finish' Gallifrey), so someone like her was clearly on his mind. But at the same time, I get the feeling that was the extent he was ever going to address the Time Lords like Romana.
Who knows? Maybe he has changed his opinion or, like I hope, on an individual level, realizes there's potential to bring one or two of them back. He's certainly not above bringing back fan favorites.

RTD doesn't seem opposed to bringing back individual Time Lords. I mean, this is the man who resurrected the Master multiple times.

Oddly, there's a story in the Twelve Angels Weeping anthology (Celestial Intervention: A Gallifreyan Noir) that wouldn't go amiss there.
Given the rampant corruption of Gallifrey, the guilty party could successfully manipulate the evidence so that a completely innocent scapegoat takes the fall. And even if the investigator found proof of the manipulation, their superiors would probably just shrug it off and say "but we've already prosecuted someone for the crime."
