If TOS did it its OK. If other Treks do it it is questionable. If PIC and DSC do it it is offensive.

They really don't? They look more like TNG Romulans, or the ones from ST09.PIC’s “Northern” Romulans look like TUC’s ridged-but-not-as-heavily-so Klingons

Probably one of the very few things I liked about STP was the almost throwaway manner in which they explained or accounted for the different looks of the Romulans across the series. In many cases that kind of non-explanation explanation is the best way to go.Every Romulan in the TNG era had forehead ridges. This lasted into DS9 and Voyager.
We see a mix of ridged and non-ridged in Picard. The ridged examples are Northern,
Obviously the ridges in TNG were a design decision. However, I wonder if there is a plausible in-universe explanation for all the military Romulans we see in TNG being Northern?
