Romulans In The TNG Era

Every time an ethnic group takes over they banish the previous one to the planet Pah'Gah'Tory. The TOS Klingons came in and saw what a shit job the Discovery Klingons had done with losing the Federation-Klingon War so they were all punted. Then Kor, Kang and Koloth saw the tide was turning back to the Enterprise (soon to be TNG) Klingons so they quickly got facial surgery and what are you talking about these were always on our foreheads see look at these photoshopped photos i mean regular photos.
Meanwhile the North Romulans had taken power and just exiled everyone to Remus and then all the dirty ridgies bought in when the star went nova and so the new guys in charge just let everyone get jobs.

Yeah. So how does that work against our getting context for TOS, ENT and DSC through SNW?
Context of the thread content, in which the below exchange I noted that when past Treks do something it is OK while if newer Treks (SNW) does it it is not OK.
TNG made? Like how they created the TMP Klingons? Or put Romulans in Klingon ships? Oh wait, that was TOS.

If TOS did it its OK. If other Treks do it it is questionable. If PIC and DSC do it it is offensive.

What is SNW does it?
It will probably be bad because it is trying to replace TOS.

I wonder what Klingons they’ll come up with. DSC, TOS? PIC said they’d show Worf as a TNG one... PIC’s “Northern” Romulans look like TUC’s ridged-but-not-as-heavily-so Klingons. So many possibilities.

They really don't? They look more like TNG Romulans, or the ones from ST09.
Nothing like the Klingons in TUC.
I meant that like the Klingons in TUC were less ridged than those in previous movies, the Romulans in PIC are less ridged than Romulans in the series, not that Romulans in PIC looked outright like Klingons in TUC.

Ah ok

In "Face of the Enemy" (TNG), they thought about the bringing back the Romulan Commander from "The Enterprise Incident" (TOS). She was still acting at the time but she was unavailable. It was just as well, IMO. I wouldn't have wanted to see her TNG-ized. (source)

While I thought the TNG Klingons were an improvement over TOS Klingons, design-wise, I can't say the same about the Romulans. In PIC, I'm glad they went with an updated version of the TOS Look.

Every Romulan in the TNG era had forehead ridges. This lasted into DS9 and Voyager.
We see a mix of ridged and non-ridged in Picard. The ridged examples are Northern,

Obviously the ridges in TNG were a design decision. However, I wonder if there is a plausible in-universe explanation for all the military Romulans we see in TNG being Northern?
Probably one of the very few things I liked about STP was the almost throwaway manner in which they explained or accounted for the different looks of the Romulans across the series. In many cases that kind of non-explanation explanation is the best way to go.

I still like to use my imagination once in a while instead of having everything pre-packaged and spoon fed to me. The most fun I had with scifi tv with friends in my younger days was actually spending hours talking about all the stuff that was hinted at, suggested, implied or otherwise open ended.
