Romulans and their ridges

The balding Romulan? It's this dude, I'm guessing he was an embassador. I'm pretty sure he was Romulan by the costume, but I could be wrong. He was also pretty militant if I recall, and acted a bit Romulan in that regard. But, he could be Vulcan. And it was Trek 6 Undiscovered country, not Trek 4, sorry, it's been a while since I've seen either one.

And I'm not saying it's bad to have a balding alien in Trek, I don't crave conformity or whatever, that wasn't the point in my particular post. I actually think that for a series like Trek that always had members of a specific alien culture USUALLY look mostly alike, I thought it was interesting more than anything else that this actor chose not to wear a wig in a Trek universe that craves wigs and conformity. A symptom of thinking like the ol' Berman line "the audience may get confused" that we often might have heard from some Trek producers...
But I love and embrace the male patterned Rommie !!

It's difficult to say who the pointy-ears in ST6 are supposed to be. They all wear the yellow sash, which is worn both by the Romulan Ambassador Nanclus and by Sarek of Vulcan. And the yellow flags on the background sport both Vulcan and Romulan symbols, while red ones have Klingon and blue ones have Starfleet and Federation ones... Plus, some of the yellow-sash Vulcanoids are seen smiling broadly after Kirk saves the day and everybody gives a standing ovation. Not typical Vulcan behavior.

The color coding is something of a mystery in general, as there also exists a green sash, worn exclusively by human-looking folks who have some sort of an aurora flag. The colors might or might not indicate political divisions, but they do put Nanclus and Sarek in the same category (even if Nanclus has a more ornate yellowish sash than the others).

When it comes to the sashes, i think that because both of them are Vulcaniod ambassodors, they - being whoever hands those sashes out - probably figured they ought to match. or maybe they are ambassadors of the same rank?

The script, film (and credits) of ST VI tell us that he is Romulan Ambassador Nanclus.

That the Romulans and Vulcans wear yellow sashes (and that Nanclus is present when "Operation: Retrieve" is discussed) seems to suggest that an attempt at unification has been made.

The green sashes at the conference are for non-alligned, neutral races.
