I don't have the minis to go from, but there's a marked difference in the SSDs (which I know aren't meant to be exact representations of the ships). Something besides the 4th nacelle has to account for the additional mass that creates the 50% increase in the movement cost.

Yesterday I went over to a friend's house to play Star Fleet Battles with nine other people. I had my bright shiny new Federation Cruisers with me, all ready for an enjoyable afternoon of dealing death, destruction and mayhem to those villainous enemies of the Federation who so richly deserve it...
