I actually liked Off the Grid, mainly for the cool fight scenes where SG-1 was fighting the Jaffa on board Ba'al's ship. But it was also the episode that fooled me into believing the Lucian Alliance could be cool, mainly for the part when Netan was telling his underling "I am not interested in SG-1. Earth has spies all over the galaxy." I don't know what it was, possibly just the way the actor delivered the line, but that made me think there was something worthwhile going on here.
And even in the S9 finale I thought it was great to see them join in the fight against the Ori ships, mainly because it helped sell the idea that the Ori were the threat that all the galaxy's spacefaring powers teamed up against them.
But then in the S10 premiere they pick a fight with the Odyssey because the Ori handed their asses to them. And so began their descent into becoming cliche villains which episodes like Company of Thieves and Bounty only solidified. Seriously, I think they were at times more cartoony than the Goa'uld.
Maybe SGU could provide them a second chance, but I'm not holding my breath.
