Ro in Section 31: Abyss DS9?

I am currently reading Section 31: AByss the DS9 story, and it mentions Ro and talks about Marquis. Is this Ro Laren? If so why is she back in Starfleet and an LT. Since this takes place after the Dominion war, Shouldn't she be with the Marquis? What did I miss? Thanks, Kevin
