Reverse Casimir effect?

This article, to me, is a good tease, but I'd like to know if these guys really are onto something here. It doesn't provide a link to a scientific article. What they are trying to do would be great, but I don't get how they plan to go about it. Are they just blowing smoke, or what?

The Casimir effect is theorised to be repulsive rather than attractive for some combinations of plate geometries and dielectric properties (negative dispersion index perhaps?). Experimental evidence for such repulsion has yet to be forthcoming.
