did anyone else think that Reg was gonna somehow be incorporated into the Voyager cast/crew via (insert complicated treknobabble explanation of travel here) ????

No, I figured he would just be Voyager's mouth piece back in the AQ. Which is what he became. Plus it's not likely the show could have afforded another main cast member. Heck, they very rarely used any previously shown background extras. Which I thought was kind of odd given their situation.
Nah. He was mainly an interesting and fresh twist on the Voyager situation. After seasons of being isolated in the DQ, it was cool to see them finally interacting with earth, and it was even better to have characters from previous shows included.
I think they wanted to include an occasional tie-in to STNG; and they managed to get two of them on there, when Reg brings Troi in tow. Reg and Troi's interaction with another Picardo character were especially good, IMO. Picardo was always interesting; and I like Reg, as well -- even more in VOY than in STNG. They picked an STNG character with a logical reason to be associated with VOY.
