where have I seen baby-faced boy before?

He was the kid on Kate & Allie and he also did a stint on "Oz".

Most recently he was on Castle and The Mentalist. I think he was the killer in one of them.

I could tell it would be Kate because of the obvious female way of running, and the hood up and baseball cap on to obviously conceal her face and hair.
Anyway, all this talk of candidates and who has numbers and all that. I've read that Kate doesn't have a number, and also the show's creator said that fans won't like the ending (the writers chose her to be the leader, but since then fans have not liked the character). I've noticed that Kate isn't being pulled to one side or the other while other characters are aligning themselves to either Jacob or Smokie.
What is she is supposed to be the "chosen one" to run the island because of these things? Only the leader of the island can be neutral, and not be one of the candidates.
Just a thought.

The Mentalist was where I recognized him from. He's been in every procedural under the sun in the past decade, though.
