If The somehow had the power to make all that happen it'd have my blessing, interesting choices.
Terri Erwin as Terri Erwin is stopped by "Torchwood" as she and a camera crew are tracking Weevils (We Evil? What an odd piece of selfexamination?) through the dank bowels of Cardiff. she might join up as a wild life expert.
Rift refugee Mirror Suzzie from an earth where Canada won the war of 1812, and her pet Dalek, no casing, jelly which moves about like a mad ball bouncing from surface to surface, a poor creature that had basically been tortured and brainwashed for a hundred years until it was about as reasonable as the Dutch, needs somewhere to live.
Someone from the cast of Eastenders or Grange Hill, still in the same role but now they got something important to add to the team dynamic if only pluck.
An attaché from the Silurian delegation. A different sort of lizard though. Something quick. But there's a scandle after s/he's caught humping the Dalek.
Torchwood collected Tommy at least twice, sure he's going to die a pointless death eventually but they've got few of him collected and recollected and deposited in storage from just after they finished using him each time that...They won't let him die.
Jack buys a minister. Maybe blackmails a Minister into indentured servitude, but what happened before is never going to happened again, because they are so going to be above the government. They have at least one elected official on the payroll which shows a bleed between the new hub and Whitehall.
