I remember a story about how police officers were sold fake contraband detectors. They were essentially dowsing roads with a wire running to an empty plastic case and a non-working bit of breadboard bits.

I think it might have been James Randi's outfit.

My guess is that the cops weren't duped at all. They knew what it was and could point it at anybody they just wanted to frisk to have probable cause cover. Then if they found nothing, they could say it was faulty...
