I'm totally Garak, because I'm a question wrapped in a riddle, wrapped in an enigma, that speaks in cryptic and circular reasoning, that both contradicts and confirms everything I say, even if I'm not saying anything.

We're Cardassians! We can't just stop mid-conversation! Monologue, my friend! Monologue and twist the conversation around your finger until everyone is wrapped up in misconceptions and false leads and you've got them right where you want them.

I doubt that very much because we have them where we want them but to them it seems that they have us we we want them, but we are where we should be and they are where we want them to actually be.
