The Kazon seemed to have a Ferengi-like attitude about their women, in that they viewed women as inferior. It makes sense we wouldn't see Kazon woman on screen, because they were not the decision-makers and leader of the Kazon people; the men were. If the Kazon arc had continued, we might have seen women Kazon with speaking roles, but they decided the scrap the Kazon and have Voyager move out of Kazon space.
IMHO, the Kazon never really "worked" that well for me. They tried to differentiate them, but they really wound up just being the poor man's Klingons (and the similiar physical appearance didn't help). The Klingons didn't really view their females as being equal either, although Klingon females were better regarded/treated then Ferengi or Kazon ones.
