How many Foundry missions have been created so far?
Is there a list of all Foundry mission anywhere on the web?
Is there any kind of quality control for Foundry missions or are some missions that can be completed in 5 seconds?
Is it possible to recreate official missions that were removed from STO in the Foundry. Has anyone done it yet?

How many Foundry missions have been created so far?

Nobody outside of Cryptic knows. Its not even possible to estimate as the foundry search engine is badly designed and does not allow us to find most of the foundry missions.

Is there a list of all Foundry mission anywhere on the web?

There are partial lists, such as the ones at STO Wiki and StarbaseUGC. They are by no means anything close to complete.

Is there any kind of quality control for Foundry missions or are some missions that can be completed in 5 seconds?

No quality control whatsoever.

Having said that, rewards for completing a foundry mission is given out based on the average playtime for the mission. And missions with playtime under 15? 20? minutes do not give any rewards. So in general, most foundry authors try to create longer missions.

Is it possible to recreate official missions that were removed from STO in the Foundry. Has anyone done it yet?

It is probably impossible for us as players to reproduce Cryptic missions. We only get a tiny subset of the tools and 3D models that Cryptic developers have access to. So there are a lot of things Cryptic devs can create in their missions that are straight out impossible for players to recreate.
