It's a time travel show. The Doctor simply meets a slightly younger Master.
The Master realizes his not yet realized plans of Earth domination won't succeed simply because the from-his-point-of-view-future Doctor is obviously still alive and kicking.
So basically the series 3 finale will reallyreally never happen now and the only reason the universe doesn't explode is because of timey-whimey stuff and the Master's paradox machine springs into existence instead.

Except that in general it doesn't work that way - the Doctor always meets other Time Lords chronologically, except when it's REALLY, REALLY big trouble. Daleks too, for that matter.

im pretty sure that when Doctor Who ends, the TARDIS will be converted to a Paradox Machine and left at the heart of the Time Vortex, in an attempt to explain all the WWTW stuff, that & to stop the WWTW stuff destroying the Time Vortex, just be sheer fact that the universe can no longer cope with all the of WWTW stuff by itself anymore, and need a Paradox Machine to stop it from imploding.
