Tabletop holograms (of better image quality than the DSC comms, and quite comparable to the DSC mirrors) were also a thing in early TNG. That they then went away is just in-universe proof that absence doesn't mean failure to introduce yet...

This is actually the intent. If you look at how they film it, the angles from the side always show the person speaking from a profile angle, not a front angle. This suggest a 3D projection.

Does anyone recall the holographic biplanes in TSFS?

That was pretty neat, but that table was nowhere near large enough for that game to have been much fun.
You'd be crashing into each other constantly.
It's a shame they didn't have the players wearing 3D eyewear of some kind to make the playing field seem true to real life size and only folks watching would see it as portrayed in the film.
