Is the Mirror Universe Stargazer supposed to be a Terran Rebellion ship, or is it from the last dregs of the Empire (so then it'd be the ISS Stargazer)?

Going be the timeline established in The Sorrows of Empire, it would be decades since the Imperial Starfleet was dismantled and the Terran Empire fell. With that in mind, it's far more likely to be a rebel ship, although a rogue one as there hasn't been any indication of organized rebellion until the events in DS9.
