Well, what I was getting at is that I do draw a distinct line between canon and fanon. ...It's just that in this case, I find the fanon silly and the canon silly and shotty.
 
In the novels, I believe its said that the Klingons and the Romulans are two factions that experimented with temporal warfare. The Romulans created a variant timeline called Second History which didnt work very well and they had to wipe that out as it created instabilities that were affecting everyone. The Klingons are said to dispatch temporal assault teams against the homeworlds of their enemies before they become a threat as mentioned by Worf in War of the Prophets but its said no one knows what happened to them.

Officially though I think we only know of the Sphere Builders, future Federation, Vosks race, Future Guy and the Tholians to be time active factions.
 
^ I'm not sure I'd agree with the Tholians being included in that list. My perception was that the Tholians were local (timeframe-wise) proxies for one of the temporal superpowers, like the Suliban were for Future Guy's faction.
