A good premise is better than a bad one, but I agree with the general philosophy that it's 95% in the execution.
DS9 had the worst premise (actually a premise that wandered all over the place) and was the best series. VOY had the best premise and was the worst series.
This stuff about how the 24th C is "tapped out" is bunk. A whole century, and a whole galaxy is "tapped out"? Ridiculous!
Even the much derided Starfleet Academy premise could work. It doesn't have to be 90210 in outer space with soap opera antics among hot twentysomethings and it doesn't have to stay in San Francisco. It could follow some mature but learning, serious young people into their first forays into space missions.
