Please Help Identify A Character

Earlier today a random memory of a character from something sci-fi or fantasy, but I can't remember who they was or they she came from.
The character was a villain, I think possibly a woman, and she had special tattoos, possibly magical, that could be removed from her skin and would then turn into the real thing. I swear I remember seeing a fight scene with her pulling a whip off her arm, and using knives from another part of her body to fight one or more of the heroes. I was thinking it was a woman, because I swear I remember her wearing a revealing top, and some of the tattoos she was using were on her cleavage.
I want to say it was something fantasy, and that she was a witch, but it might have also been something with superheroes and the ink they were made with was special somehow.

Ooh, that sounds very familiar, but I can't place it. I remember a character in the 2005 Elektra movie with that power, but he was male, and the previous poster beat me to it: https://marvel.fandom.com/wiki/Tudo_Sokuto_(Earth-701306)

I think I do remember what you're describing, but I can't recall what it was from, and I can't find anything in a web search. At least I can say I think what you're remembering is real.

Or the Tattooed Man from DC. I don't think he's ever shown up in live action. Though Wiki tells me that Lala from Black Lightning is based on the third Tattooed Man. Never made that connection.

I haven't seen Elektra, and I just checked and the whip part wasn't in the trailer.
I watched Black Lightning, and it's definitely not Lala. She was white, and I want to see she was a blond or redhead.
The whip being peeled off her arm is the one thing I explicitly remember, but thinking about it more, it might have been barbed wire or a vine. Either way, I pretty clearly remember a scene where she starts to peel it off at the bottom, and the camera pans up as it comes off her arm, and then she starts swinging it at the person she's fighting.
The reason this popped into my head, is I was trying to think of a cool ability to give a character in my story, and I had come across several women lately with a lot of tattoos and I thought this would be a cool power, but then the scene started playing in my head, and it seemed why to specific and familiar for it to be something that came to me entirely on my own.

It was a movie or TV show, so unless Pix was adapted somewhere I forgot, it wasn't her.
And I just mentioned it to my mom and she said the scene sounded familiar to her too.
