IMO, I think the only time we came remotely close to a standard industry size was during the early to mid 80's, when most toy companies were putting out action figures at the 3.75-inch scale to follow suit with Star Wars and G.I. Joe--and even then, it wasn't followed by everyone.
There were a lot of action figure lines based on movies and TV shows back then, and most of them were in the 3.75-inch scale (they even made action figures for M*A*S*H!)IIRC, my childhood toy box from the late 70s/80s even then had a huge amount of dissonance in terms of size.
Action Force/GI Joe, around the same size as Star Wars. But then He-Man figures were way bigger and Thundercats figures were even bigger still…
All these companies have their own styles and they are all trying to fill their own niches.
